What does a robotics lawyer in Singapore do?

A robotics lawyer documents how robots are leased, financed, bought, moved across borders and operated: who owns the robot, who maintains it, who carries the risk if it fails or causes harm, what happens on default or at the end of the term, and which customs and export checks apply when it is shipped. Beyond Horizons by Bethel Chambers LLC brings to robots the same asset-finance and leasing approach it uses for aircraft. That work is led from Singapore by Hui Ling Teo, Founder, who is qualified as a solicitor in England and Wales and as an advocate and solicitor in Singapore. Hui Ling Teo is ranked Band 3 for Aviation: Finance in Singapore by Chambers Asia-Pacific 2026; that ranking relates to aviation finance, not to robotics.

    Who this work is for

    • Robot makers and integrators selling or leasing robots, or offering them as a service
    • Lessors, banks and funds financing robots and robot fleets
    • Hospitals, logistics, construction, manufacturing and food-service operators taking robots on lease or as a service
    • Companies shipping robots or robot parts into or out of Singapore

    Robot leasing and Robotics-as-a-Service (RaaS)

A robot lease or RaaS contract should say who owns the robot, who maintains and insures it, what uptime or performance is promised, who owns the data it produces, what happens if it is damaged or becomes obsolete, and how it is returned or replaced at the end of the term. A RaaS contract combines a physical asset with software and service levels, so it needs more than a software subscription template. We draft and negotiate robot leasing agreements, RaaS agreements and fleet agreements for lessors, operators and users.

    Robotics equipment financing

Robots can be financed in the same ways as other high-value equipment: a finance lease, an operating lease, a sale and leaseback, hire purchase, a secured loan, or a funder standing behind a RaaS provider. Each structure places ownership, security and risk differently, and lenders will ask how they can recover the robots if payments stop. We document robotics equipment financings for lenders, lessors and borrowers, drawing on aircraft and engine finance practice, and coordinate with local counsel where robots sit in another country.

Importing and exporting robots: which control lists to check

Some industrial robots, robot controllers and related software and technology appear on strategic goods or dual-use control lists, and moving them across a border may need a permit. Whether a particular robot is controlled depends on its technical specifications, so the first step is to classify it against the control list of each country it leaves or enters. The table below lists where each of several jurisdictions publishes its rules. It is a starting point for checking, not legal advice on any one country's law; for any country other than Singapore, we work with local counsel.

    How We Advise

    Autonomous Vehicles

Path-AV testing under Active Mobility Act sandbox framing and road-AV trials and commercialisation under Road Traffic Act / LTA authorisation tracks — including evolving trial zones, data-sharing, operator contracts, fares, insurance and liability. Confirm current MOT/LTA guidance before deployment.

    Service & Industrial Robotics

Deployment in healthcare, F&B, logistics, construction and manufacturing — including BCA RLSS co-funding conditions where relevant, MOM workplace safety, and IMDA approvals. Confirm current BCA scheme materials before relying on funding.

    Product Liability & Safety

Product safety standards (ISO 10218, ISO 13482), CE/UL adjacency for ASEAN, recall strategy, and tort/contract liability allocation up the supply chain.

    Commercial & RaaS Structuring

Robot leasing and Robotics-as-a-Service contracting, uptime SLAs, integration agreements, data rights, and OEM/integrator/deployer risk allocation. For built-environment deployments, lease terms may also need RLSS eligibility, audit, use and early-termination provisions.

    AI Risk & Governance Overlay

Where robotics meets ML — IMDA Model AI Governance Framework alignment, AI Verify, bias and explainability, and the EU AI Act for ASEAN-EU exports.

    IP, M&A and Strategic Investment

Patent and trade-secret strategy, open-source / ROS licensing audits, robotics M&A, fundraising and IP-backed financing.

    Frequently Asked Questions

The Land Transport Authority (LTA) regulates AVs under the Road Traffic Act and the Road Traffic (Autonomous Motor Vehicles) Rules 2017 (and updates). Operators need trial authorisation, must comply with safety driver and data-sharing requirements, and may apply for staged public-road deployment in defined zones (e.g. Punggol, Tengah).

There is no single 'Robotics Act'. Robotics deployments are governed by a combination of: product safety (Consumer Protection (Safety Requirements) Regulations), workplace safety (WSHA), sector-specific regulation (LTA for AVs, MOH for medical, IMDA for telecoms/AI), and contract/tort law.

ISO 10218 (industrial robots), ISO/TS 15066 (collaborative robots), ISO 13482 (personal-care robots) and IEC 61508 (functional safety) are the baseline. Singapore generally aligns with international standards rather than imposing bespoke ones.

Liability is typically allocated across the OEM, software supplier, integrator, deployer and (for AVs) operator/owner — through a mix of statutory product liability, common-law negligence, and contractual indemnities. Insurance coverage and clear contractual allocation are essential.

Drones for commercial use require CAAS UAS operator and pilot permits, plus activity permits for specific operations. BVLOS and over-population operations face additional restrictions. Maritime drones (USVs) fall under MPA frameworks.

Where the robot embeds machine-learning components, the IMDA Model AI Governance Framework, AI Verify, and (for ASEAN-EU export) the EU AI Act overlay apply. High-risk classifications can trigger conformity assessments, documentation and human-oversight requirements.

We advise robotics OEMs, integrators, deployers and investors on regulatory strategy, safety and liability allocation, RaaS commercial structuring, AI overlay, IP and M&A — and we coordinate with Singapore's robotics innovation ecosystem (A*STAR, NTU, SUTD, IMDA).

Path AVs on public paths are generally discussed under Active Mobility Act sandbox framing; road AVs follow Road Traffic Act / LTA authorisation. Different geographies and use cases mean different approval packs, insurance expectations, and operator contracts. Confirm live LTA/MOT guidance before deployment.

Eligibility, permitted use, reporting/audit rights, maintenance responsibilities, and early-termination consequences if co-funding conditions are missed. Confirm BCA scheme materials; get counsel on the lease — not only the funding application.

Expanding beyond a trial zone or introducing commercial on-demand fares usually needs fresh MOT/LTA authorisations plus clear fleet, liability, insurance, and workforce arrangements. Use public market developments only as context; get counsel on your specific operator model.

Standards and sandbox rules are authoritative starting points; counsel helps translate them into contracts, deployment conditions, and cross-border risk allocation for your facts. At a minimum: ownership and title, delivery and acceptance, rent and any usage-based charges, maintenance and software updates, insurance, risk of loss and damage, data ownership and access, liability between the parties, events of default and repossession, and return or replacement at the end of the term. For RaaS, add service levels, uptime remedies and what happens to the fleet if the provider stops trading.

Common structures are a finance lease, an operating lease, a sale and leaseback, hire purchase, a secured loan or a RaaS contract with a funder behind the provider. The right choice depends on who should own the robots, how the cost should sit in the accounts, and how the lender or lessor can recover the robots on default. Accounting and tax treatment should be confirmed with your accountants.

Some do. Singapore controls the export, transhipment and transit of strategic goods, including certain dual-use items, under the Strategic Goods (Control) Act 2002, and the Strategic Goods Control List published by Singapore Customs sets out which items are covered. Whether a robot is covered depends on its technical specifications, so it should be classified against the list before it is shipped.

Usually the export control list of the country the robot leaves, and the import rules of the country it enters. Many countries base their dual-use lists on the Wassenaar Arrangement list, but each country publishes and applies its own list. We check the Singapore position and work with local counsel on each other country involved.

Aircraft and robots raise the same core questions in a lease or financing: who owns the asset, who maintains it, what happens on default and how it comes back at the end of the term. We apply that asset-finance and leasing approach to robots. The Chambers Asia-Pacific 2026 ranking held by Hui Ling Teo relates to Aviation: Finance only.
